Employment Exchanges: They provide management services and job placement for specific populations (i.e. universities, associations). To receive services employment exchanges, you should do part of some of these populations.
Quality: Inherent set of features in something that allows characterizing and evaluating it with respect to others of its properties.
Service channel: space, stage or medium through which the provision of a service to the citizen, which provides information, interaction and integration, is guaranteed. It intends to approach citizenship and strengthen the institutional image.
Public Attention Centers: points where you find the free services management and job placement, such as registration of resumes, interviews and career counseling workshops, referral screening of candidates and employers.
Certification of Competency: Recognition of knowledge that people have the experience gained in the workplace. A certificate is the equivalent to a “passport” to the world of work because it demonstrates the knowledge, skills, and attitudes that the person has shown with respect to a standard or a Competition Standard.
Citizen: natural or legal person, which requires the completion of a process, use or enjoyment of property and/or providing a service for the satisfaction of needs.

Query: It is the requirement that the authorities made in relation to the matters in charge, it refers to issues that are more special and require a deeper and more detailed study of the authority to provide an answer.
Right of Petition: It is the fundamental right of every person to propose, in verbal or written form, to respectful public entities on matters within its competence, and to obtain prompt resolution requests; in accordance with the provisions of Article 23 of the Constitution of Colombia.
Complaint: mechanism by which a person notifies or gives notice of facts or conduct of any irregular dealings or an eventual patrimonial detriment or undue fiscal management, either by a public servant or a particular administering State money.
Unemployment: Status of person who is able to work but is unemployed or has lost it.
Efficiency: The public service provides goods and excellent services, maximizing human, financial and technologic resources.
Employment: Work performed in exchange for a wage.
Employer: a work contract, the party providing a job to a physical person to give a personal service under its dependence, in exchange for the payment of remuneration or salary. The other part of the contract is called “worker” or employee.

Complaint: An expression of dissatisfaction regarding the processes and/or procedures, or improper conduct of an official, which affects the quality of service offered.
Objection: An expression of dissatisfaction about the deficiency in the service provided by the entity; oppositions formulated against a considered decision unfair. Exigency of the user’s rights relating to the service and that has the purpose of revising the administrative action for their dissatisfaction.
Citizen Service: Provide and deliver to citizens – natural and legal clients (public, mixed and private) procedures and services (tangible and intangible) with comprehensive quality and accessibility; that contributes to its objectives and generate them satisfaction and positive memorability.
Public Service of Employment: The Public Service of Employment is an initiative of the National Government created by Law 1636 of 2013. Its essential function is to achieve the best organization of the labor market, facilitating the meeting between supply and demand for which will help workers to have more and better opportunities for access to the labor market in less time and reducing travel costs. Similarly, the service helps entrepreneurs to hire workers according to their needs, increasing productivity and competitiveness.
Suggestion: It allows citizens to submit a proposal to influence or improve a process whose object is related to the provision of an institutional service or performance of the public service.
Telecommuting: Law 1221 of 2008, Article 2: “Telecommuting. It is a form of labor organization, which consists of the performance of remunerated activities or services to third parties using as support the information and communications technology – ICT for contact between the worker and the company, without requiring the physical presence of the worker in a specific job site.
ICT: (Information and Communication Technologies) are those technologies that are needed for the management and transformation of information, and in particular, for the use of computers and programs that create, modify, store, manage, protect and recover information.
Process: A whole series of steps or actions regulated by the state, which should make users to acquire a right or fulfill an obligation under or authorized by Law.
Transparency: The public service delivers clearly and precisely the public with information of interest and utility; and provides feedback, citizen control and accountability for actions and decisions taken by institutions. In that sense, spaces and processes to their needs and preferences guide the formulation, implementation and evaluation of public policies are generated.
Tutelage: Mechanism established in Article 86 of the Constitution of Colombia of 1991, by which everyone can claim before the courts the immediate protection of their fundamental constitutional rights when these are violated or threatened by the action or omission of any public authority or individuals in cases established by law.
